REPORT OF
BUSINESS CONDUCTED
EAST 6TH
STREET & PARKGATE AVENUE
Councilor Paulchel gave a brief
history of what has taken place since he announced the need to widen the
intersection of East 6th Street and Parkgate to six years ago.
ACTION:
The
Committee asked City Manager Pugliese to pen a letter to Kidner-Morgan
(formerly Pinney Dock), letting them know what the City’s concerns are
and to see if they would be willing to assist in the endeavor.
SECOND
CONGREGATIONAL CHURCH PARKING REQUEST
The Committee reviewed proposed
legislation (see attached),
drafted by Clerk of Council Hennigan, that would take care of
the church’s request
ACTION:
Kist
moved, Paulchel seconded, to bring the proposed legislation to the full
Council on 4/15 for a vote; motion CARRIED.

Councilor Paulchel reported that
this request has been pending for a while.
ACTION:
The
committee agreed to table this matter until it is known what is to come
out of the revitalization program currently in progress.
PROPOSED/SUGGESTED
PROPERTY LOCATIONS FOR NEW ELEMENTARY SCHOOLS
A
few sites were discussed.
City Manager Pugliese adamantly said he believes the City needs a
commitment from the School Board of where the schools will be located
before the City can provide suggested properties to them.
ACTION:
The Committee asked City Manager
Pugliese to pen a letter to the School Board
notifying
them that the City would like to meet with them about this matter
(letter attached).
Kist moved,
Paulchel seconded, to adjourn the meeting; motion CARRIED.

ORDINANCE NO.____________
AN ORDINANCE AMENDING THE TRAFFIC CONTROL MAP AND
FILE
WHEREAS, the daily operations of the City of Ashtabula,
Ohio’s City Manager’s Department and the public’s peace, health,
safety and welfare require the enactment of this ordinance; and
WHEREAS, it is deemed necessary and expedient by the Council
of the City of Ashtabula, Ohio to amend the Traffic Control Map and File
to preserve the health, safety and welfare of the citizens.
NOW, THEREFORE, BE IT ORDAINED by the Council of the City of
Ashtabula, Ohio:
SECTION 1.
That the Traffic Control Map and File be amended to:
(A) Allow “Church Parking Only” on the South Side of West 3rd
Street, west of Lake Avenue, for the first 200 feet only and prohibit
parking on the remaining South Side footage of West 3rd Street
to Pennsylvania Avenue; and
(B) Prohibit Parking on the South Side of West 3rd
Street, east of Lake Avenue to Franklin Avenue.
SECTION 2.
That all violations of the above be dealt with in accordance with
Ashtabula Codified Ordinance Section 303.99(A)(1).
SECTION 3.
This ordinance shall take effect upon and be in force from and
after the earliest period allowed by law.

ORDINANCE TO REPEAL, IN ITS ENTIRETY, ORDINANCE NO. 2001-172, PASSED ON
NOVEMBER 19, 2001, FOR THE PURPOSE OF RESTORING “CHURCH PARKING ONLY”
SIGNS ON THE SOUTH SIDE OF WEST 3RD STREET, WEST OF LAKE
AVENUE, FOR THE FIRST 200 FEET.
WHEREAS, the daily operations of the City of Ashtabula,
Ohio’s City Manager’s Department and the public’s peace, health,
safety and welfare require the enactment of this ordinance; and
NOW, THEREFORE, BE IT ORDAINED by the Council of the City of
Ashtabula, Ohio:
SECTION 1.
That Ordinance No. 2001-172, passed on November 19, 2001, attached
hereto and marked Exhibit “A”, is hereby repealed in its entirety.
SECTION 2.
This ordinance shall take effect upon and be in force from and
after the earliest period allowed by law.
