The City of Ashtabula is committed to providing the highest quality customer service billing for sewer and residential trash. The Finance Department staff is responsible for service billing and are available to assist customers during regular business hours, Monday through Friday from 8:30 a.m. to 4:00 p.m.
You can pay your bill at City Hall on the 2nd floor or use our convenient drive through or 24 hour drop off box located in the drive through area of Key Bank.

We have recently launched an enhanced bill pay service for sewer/trash utility bills that includes the ability to enroll in paperless billing. Customers previously enrolled in online bill pay and/or automatic payments must re-register in our new system.
Accounts must stay in the property owner’s name. Please use the form below to request a bill be sent to the occupant/tenant of any non-owner occupied property and/or to notify the Service Billing Department anytime there are changes to the occupant or property owner of record.
